An installation project includes the design and the complete set of plans, diagrams and calculations for an installation. The objective of an installation project is to design an installation so that it works efficiently and meets the needs of the activity to be carried out. When is an electrical project required?

The current regulation is the Low Voltage Electrotechnical Regulation, approved by Royal Decree 842/2002 of 2 August. This regulation defines when a project is required for an electrical installation.

According to ITC-BT-04: Documentation and commissioning of installations, an electrical project will be required in the following cases:

  1. Industries of any type, from 20 kW.
  2. Residential buildings, including commercial premises, from 100 kW.
  3. Detached houses, from 50 kW.
  4. Premises open to the public, in all cases. This category includes restaurants, cafés, gyms, hotels, gaming rooms, nightclubs, shops and offices with an occupancy of more than 50 people, nurseries, auditoriums, basement premises, etc.
  5. In swimming pools and fountains, from 5 kW.
  6. In premises with a risk of fire and explosion, in all cases. This category includes vehicle repair workshops, wood treatment industries, installations with flammable gases or liquids, or suspended dust, etc.
  7. In installations located outdoors, from 10 kW.

It will also be required in the following situations:

  1. In damp and/or wet premises, such as laundrettes, dry cleaners, etc., from 10 kW.
  2. In overhead or underground low-voltage distribution networks, in all cases.
  3. Outdoor lighting installations, from 5 kW.
  4. In garages with natural ventilation, from 5 parking spaces, and with forced ventilation, in all cases.
  5. In temporary construction-site installations, from 50 kW.
  6. In low-voltage generating installations, from 10 kW. For example, photovoltaic panel installations.
  7. In temporary electrical installations in open premises or locations, from 50 kW.
  8. In lifting and transport machinery, in all cases.
  9. In water extraction and transport pumps, whether industrial or not, from 10 kW.
  10. In operating theatres and intervention rooms, in all cases.
  11. Installations with special voltages, in all cases.
  12. In infrastructure for electric vehicle charging with power above 50 kW indoors, above 10 kW outdoors, or charging installations intended for charging mode 4.

Who can prepare an electrical project?

The project for an electrical installation may be prepared and signed by any engineer —industrial, electrical, mechanical, civil engineer, etc.—. They must be a registered engineer with the knowledge required to prepare and sign the project.

In the case of high-voltage lines, they may only be prepared and signed by an industrial engineer or an electrical engineer.

When is site management and works certification by an engineering technician required?

The technical site management and works certification by a registered industrial engineering technician will be required in all cases where the preparation of an electrical installation project is necessary.

When is an inspection of the electrical installation required?

Inspections of electrical installations are carried out by OCA / ECA bodies, authorised control organisations or entities approved by the public administration.

Not all installations that require an electrical project are subject to inspection, only those listed below.

There are two types of electrical installation inspections: initial inspection and periodic inspection.

Electrical installations that require initial inspection:

  1. >Industrial installations that require a project for power above 100 kW.
  2. All types of premises open to the public.
  3. Installations with a risk of fire or Class I explosion, excluding garages with fewer than 25 parking spaces.
  4. >Wet locations with installed power above 25 kW.
  5. Swimming pools with installed power above 10 kW.>
  6. Operating theatres and intervention rooms.
  7. Outdoor lighting installations with power above 5 kW.>

Electrical installations that require periodic inspections:

Every 5 years: in low-voltage electrical installations that require an initial inspection.

Every 10 years: in common installations of residential buildings with power above 100 kW.>

What defects can be found during an inspection?

During an inspection of a low-voltage electrical installation, three types of defects may be found, classified as minor, serious and very serious.

These defects are as follows:

  • Minor: defects that do not pose a danger to people or property, nor do they affect the operation of the installation.
  • Serious: defects that do not pose an immediate danger, but could become dangerous if a fault occurs in the installation, such as the use of unsuitable cables and/or protective devices, or the absence of necessary protection, such as protection against indirect contact, etc.
  • Very serious: defects that pose an imminent and immediate danger to people or property, mainly due to the absence of protection against direct contact.

Inspection results

The results of an electrical installation inspection, according to current legislation, may be:

  • Favourable: this is the result of an inspection where no serious or very serious defects are detected, although minor defects may be found and must be corrected for future inspections.
  • Conditional: this is the result of an inspection when a serious defect is detected, or when minor defects from previous inspections that have not been resolved are detected. In the case of a conditional result, new installations may not have an electricity supply, and they will have a period of 6 months to correct the defects and pass the inspection again.
  • Negative: this is the result of an inspection when a very serious defect is detected. In the case of a negative result, new installations may not have an electricity supply, and in the case of existing installations, a negative certificate will be issued and sent to the competent body of the Autonomous Community for assessment.

When should I process the documentation to legalise the electrical installation?

Once the installation has been carried out and fully completed, all documentation must be registered in the Register of the Territorial Service for Industry and Energy of the Autonomous Community where the installation is located.

What documentation must I submit for the legalisation of the electrical installation?

For the legalisation of the installation, a series of documents must be submitted.

The following documentation must be submitted:

  • Low-voltage electrical installation project.
  • Certificate of management and completion of the installation.
  • Installation Certificate, issued by an authorised installer.
  • Inspection carried out by an Authorised Control Body (OCA), where necessary, in accordance with current regulations.
  • Any other documentation requested by the Territorial Service.

What is the CIE or Electrical Installation Certificate?

The CIE, or Electrical Installation Certificate, is an electrical certificate issued by an installer authorised by the Ministry of Energy. This electrical certificate certifies that the installation has been inspected, that it complies with current regulations and that the installation has no serious fault or problem that could cause accidents or harm to people.

The inspection of the electrical installation and the issuing of the Electrical Installation Certificate must be carried out for installations that are more than 20 years old, or when the contract with the supply company is modified, whether due to an increase in power, changes to the installation or a change of ownership.
